Does Himachal Pradesh Give a Solar Subsidy for Homes in 2026?

Yes — Himachal households get the central subsidy under PM Surya Ghar: Muft Bijli Yojana at special-category rates: ₹33,000 per kWp for the first 2 kWp and ₹19,800 for the third kWp, capped at ₹85,800 for a 3 kW system — about 10% more than the ₹78,000 cap in most of India (MNRE scheme guidelines). Unlike Uttarakhand and J&K, however, Himachal has no state top-up subsidy for residential rooftop solar as of November 2026 — websites quoting one of ₹15,000–30,000 are unsupported by any government notification.

TL;DR:

  • Central CFA in HP: ₹33,000 for 1 kW, ₹66,000 for 2 kW, ₹85,800 (maximum) for 3 kW or larger.
  • MNRE benchmark cost is higher in hill states: ₹55,000/kW for the first 2 kW and ₹49,500 for the third kW.
  • No HP state top-up exists — beware aggregator sites claiming ₹15,000–30,000 extra.
  • No feasibility study is required for systems up to 10 kW, and since August 2026 the net-metering agreement is signed digitally inside the online application.
  • HPSEBL pays only roughly ₹1–2 per surplus unit exported — size your system for self-consumption.

What Changed Recently

  • 19 August 2026: HPERC's Fourth Amendment Regulations took effect — the separate paper net-metering agreement is gone; the DISCOM must accept a digital Solar Metering Connection Agreement embedded in the online application form (HPERC notification).
  • 25 March 2026: HPERC issued the FY 2026-27 tariff order — domestic energy charges of ₹4.71 (0–60 units), ₹5.44 (0–125) and ₹5.89 (126+), in force from 1 April 2026 (HPERC press note and tariff order).
  • 31 March 2027: the current implementation period of PM Surya Ghar ends. Confirm continuity with the National Portal before planning an installation late in the financial year.

About the "HP top-up" you may have read about: Himachal's 2025-26 budget announced interest subsidies only for 250 kW–1 MW private solar projects and the Green Panchayat scheme — no residential rooftop top-up (Saur Energy, March 2025). MNRE's guidelines permit states to add top-ups through the National Portal, but no such HP order exists on HPERC, HPSEBL or HIMURJA sources. Treat any site promising extra state subsidy in HP as outdated or wrong.

The MNRE benchmark cost in special-category states is ₹55,000/kW for the first 2 kW and ₹49,500 for the third kW — the government's yardstick for computing the CFA, not a price guarantee. Hill installations often quote above the benchmark: HIMURJA's own portal estimates an average cost of about ₹70 per watt, so compare at least three registered-vendor quotes. (Note that HIMURJA's portal text still carries pre-2024 subsidy figures — use the National Portal for current numbers.)

Worked Example: 3 kW Home in Hamirpur or Una

Assumptions:

  • Benchmark cost: 2 × ₹55,000 + ₹49,500 = ₹1,59,500 (MNRE benchmark; actual hill quotes vary — HIMURJA's own estimate averages ~₹70/Wp, i.e. ₹2,10,000 for 3 kW).
  • CFA for 3 kW: ₹85,800.
  • Net cost on benchmark: ₹1,59,500 − ₹85,800 = ₹73,700.
  • Generation: academic studies of HP put annual GHI above 4.5 kWh/m²/day in the low and mid-altitude districts (IISc study; NIT Hamirpur via IRJET modelled ~1,770 units per kWp per year in Hamirpur, optimum tilt 30°). For a 3 kW plant, roughly 4,200–5,300 units a year, dropping to about half in December–January.

If the home self-consumes most of that output against HPSEBL domestic slab rates of ₹5.44–5.89 per unit, the saving is roughly ₹23,000–30,000 a year — a simple payback of about 2.5–3.5 years on the benchmark net cost. But units exported to the grid earn only a fraction of retail (see below), so size the system to your daytime load. For sizing context, see our guide to solar units generated per kW in North Indian cities.

Net Metering Rules for Homes (HPSEBL / HPERC)

Rooftop solar in HP is governed by HPERC's Rooftop Solar Regulations, 2015, as amended — most recently by the Third Amendment (2024) and Fourth Amendment (August 2026). The points that matter for households:

RuleWhat applies
Size limitSanctioned load up to 10 kW: may install up to 10 kW — sanctioned load is deemed enhanced to match. Load above 10 kW: plant up to 50% of sanctioned load or 10 kW, whichever is higher
Voltage caps10 kWp on LT single-phase; 20 kWp on LT three-phase; 1 MWp at 11 kV and above
Feasibility studyNot required for systems up to 10 kW (HPERC finalisation order, June 2024)
AgreementDigital Solar Metering Connection Agreement inside the online application (no separate paper agreement since August 2026)
SettlementCredits carried forward month to month; settlement period is a maximum 12 consecutive billing months
Surplus paymentPaid at a fraction of HPSEBL's weighted-average solar purchase rate — roughly ₹1–2 per unit for subsidised domestic consumers, per HPSEBL's solar settlement page; check the current-year rate before sizing for export

The surplus-rate detail matters more in HP than in the plains: at ₹1–2 per exported unit against ₹5.44–5.89 retail, every unit you self-consume is worth 3–5× more than one you export.

How to Apply for the Himachal Solar Subsidy

  1. Register on the National Portal with your HPSEBL consumer number — our step-by-step application guide covers every screen. HIMURJA's state portal carries the state-level flow, and HPSEBL is the state implementation agency.
  2. Pick a size from your last 12 months of bills. Up to 3 kW captures the maximum CFA per kW.
  3. Choose a vendor registered for Himachal on the portal; systems up to 10 kW need no feasibility study.
  4. After installation, upload plant details and geo-tagged photos, then submit the net-metering application — the digital agreement inside the form now suffices (August 2026 amendment).
  5. HPSEBL inspects, fits the bidirectional meter and issues the commissioning certificate on the portal.
  6. Submit bank details matching the consumer name. The CFA is credited directly to your account — the government's stated average processing time is about 15 days (PIB FAQ).

Collateral-free loans at roughly 7% interest are available for systems up to 3 kW through the National Portal — see our home solar loan guide. The national helpline is 15555.

Common Pitfalls to Avoid

  • Budgeting for a state top-up that doesn't exist. HP pays no additional subsidy beyond the central CFA — don't let a vendor's quote assume one.
  • Oversizing for export income. At ₹1–2 per surplus unit, export-only sizing destroys returns; match your daytime load.
  • Non-DCR panels. Even one non-DCR module makes the system ineligible for the CFA.
  • Quoting HIMURJA's old figures. The state portal still shows pre-2024 subsidy amounts — the current numbers are on the National Portal.
  • Ignoring winter. HP's December–January output can halve; size and finance for the annual average, not the best month.

Households in neighbouring states should compare the Uttarakhand residential solar subsidy guide (which does add its own top-up history), the Punjab guide, the Haryana guide and our Delhi-NCR home solar guide; societies and RWAs have a separate route under our housing society solar guide.

If you run a factory, hotel or cold store in Himachal instead, the commercial route is different — commercial and industrial plants do not qualify for PM Surya Ghar. Sun Wave Technologies designs industrial rooftop solar across North India; see our industrial solar practice for the C&I route.

Frequently Asked Questions

How much subsidy does a 3kW solar system get in Himachal Pradesh?

₹85,800 — the maximum under PM Surya Ghar, at the special-category rate of ₹33,000/kWp for the first 2 kWp plus ₹19,800 for the third kWp. Systems larger than 3 kW receive no additional CFA.

Does Himachal Pradesh give any extra state solar subsidy?

No. As of November 2026, HP offers no residential rooftop top-up — its 2025-26 budget announced interest subsidies only for 250 kW–1 MW private solar projects and panchayat schemes. Websites claiming an extra ₹15,000–30,000 in HP cite no government order; the central CFA (₹33,000/kWp, cap ₹85,800) is the full subsidy.

What rate does HPSEBL pay for surplus solar units?

A fraction of HPSEBL's weighted-average solar purchase rate — roughly ₹1–2 per unit for subsidised domestic consumers, published on HPSEBL's solar page each settlement year. Since retail rates are ₹5.44–5.89, self-consumption is worth 3–5× more per unit than export.

Do I need DCR panels to claim the subsidy in Himachal?

Yes. The PM Surya Ghar CFA requires domestically manufactured (DCR) modules listed on ALMM. Non-DCR systems are ineligible regardless of vendor or size.

What size solar system should a Himachal home install?

Up to 3 kW captures the maximum CFA per kW; beyond 3 kW the subsidy stops. Academic studies put HP output at roughly 1,400–1,800 units per kW per year in the lower districts, so a 3 kW plant covers a large household — but winter output drops to about half, and surplus earns little. Size to your daytime load.

How long does the PM Surya Ghar subsidy take to reach my account in HP?

About 15 days from completing inspection and the redemption request on the National Portal, per the government's own FAQ. Delays usually trace to bank details that don't match the consumer name or incomplete inspection paperwork.

Is a feasibility study needed for rooftop solar in HP?

Not for systems up to 10 kW — HPERC's 2024 amendment deems complete applications accepted, and for domestic consumers up to 10 kW the sanctioned load is deemed enhanced to match the plant.
