Solar subsidy for homes in Haryana: the 2026 position in one answer

A Haryana household installing rooftop solar gets the central PM Surya Ghar subsidy (up to ₹78,000 at 3 kW), and on top of it the state's Solar Energy Promotion Scheme — an interest-free assistance of ₹19,500 per kWp (up to ₹97,500 for 5 kWp) recovered through electricity bills in interest-free instalments — plus dedicated Antyodaya-family assistance of up to ₹25,000/kW for lower-income households. Haryana targets 2.22 lakh household installations by 31 March 2027.

TL;DR

  • Central CFA: ₹30,000/kW up to 2 kW, ₹18,000 for the third kW, ₹78,000 cap at 3 kW.
  • Haryana Solar Energy Promotion Scheme (Feb 2026): non-defaulting consumers and state-government employees get ₹19,500/kWp up to 5 kWp (max ₹97,500), given via electricity bills in 24 monthly instalments, interest-free.
  • Antyodaya SFA: up to ₹25,000/kW (income ≤₹1.8 lakh) or ₹10,000/kW (₹1.8–3 lakh) up to 2 kW, first-come first-served for 1 lakh families.
  • Apply via DHBVN or UHBVN solar portals plus the national portal.

The two state schemes, and how they differ

Haryana's state support works differently from Delhi's or UP's flat top-up, and the distinction matters:

  1. Solar Energy Promotion Scheme (approved February 2026): an interest-free assistance — not a discount. Eligible consumers receive ₹19,500 per kWp up to 5 kWp (₹97,500 maximum), recovered through electricity bills in 24 monthly or 12 bi-monthly instalments with no interest. Think of it as an interest-free loan from the discom that shrinks your upfront cost, which you pay back over two years from bill savings.
  2. State Financial Assistance (SFA) for Antyodaya families: a genuine grant — up to ₹25,000/kW or 40% of the billed cost per kW (whichever is lower) for Category I households, and up to ₹10,000/kW or 20% for Category II — capped at 2 kW, for 1 lakh Antyodaya families on a first-come, first-served basis.

Who qualifies for what

Solar Energy Promotion Scheme: Category I is non-defaulting consumers — all electricity bills paid on time or before the due date from 1 April 2022 to 31 March 2025. Category II is employees of state government departments, boards and corporations with no outstanding electricity bills. Both get the ₹19,500/kWp instalment-based assistance up to 5 kWp.

Antyodaya SFA: the applicant needs a domestic supply connection with sanctioned load up to 2 kW, annual family income verified through the Parivar Pehchan Patra (PPP) — up to ₹1.8 lakh for Category I, ₹1.8–3 lakh for Category II — and average consumption up to 200 units/month (2,400 units/year, FY 2023-24 baseline). In February 2026 the state added a further ₹9,500/kWp assistance for eligible Antyodaya consumers, also recovered through bills within the 2 kWp cap.

One condition applies to all state assistance: if the actual project cost is lower than the combined central and state assistance, the state component shrinks to the difference — subsidies never exceed what you paid.

Note that Haryana's instalment assistance extends to 5 kWp — beyond the 3 kW central subsidy cap — making it the relevant state support for larger homes. Compare with Delhi (₹26,000/kW state top-up, up to ₹78,000) in our Delhi subsidy guide.

How to apply in Haryana

The flow matches the national pattern in our PM Surya Ghar apply-online guide: register on the national portal with your consumer account number, select a registered vendor (DCR panels mandatory), install, clear the discom inspection, and claim the CFA through the e-token.

Haryana-specific channels: DHBVN (south Haryana — Gurugram, Faridabad, Hisar belt) runs its solar connection portal at Esolarconn.dhbvn.org.in and the Antyodaya SFA application at sfa.dhbvn.org.in — the SFA form asks for month-wise consumption across the baseline year and links your electricity account number to your PPP ID. UHBVN (north Haryana — Panipat, Karnal, Ambala belt) runs Solarconnection.uhbvn.org.in. Discom-level net metering mechanics are in our DHBVN and UHBVN guides.

Collateral-free financing at repo + 50 bps (5.75% p.a. at the last PIB update, 10-year tenure) is available for systems up to 3 kW — see our solar loan guide.

Frequently Asked Questions

How much subsidy does a homeowner get in Haryana?

The central CFA of up to ₹78,000 at 3 kW is available to every eligible household. On top of it: ₹19,500/kWp (max ₹97,500, up to 5 kWp) as interest-free bill-based assistance for non-defaulting consumers and state employees; or Antyodaya grants up to ₹25,000/kW (income ≤₹1.8 lakh) or ₹10,000/kW (₹1.8–3 lakh) up to 2 kW.

Is the ₹19,500/kWp a grant or a loan?

Neither exactly — it's interest-free assistance recovered through your electricity bills in 24 monthly or 12 bi-monthly instalments. Your upfront cost falls by that amount, and you repay it, interest-free, from bill savings over two years. It applies only if your bills have been paid on time (Category I) or you're a state government employee (Category II).

I live in Faridabad. Which discom and portal do I use?

Faridabad is DHBVN territory: apply for solar connection at Esolarconn.dhbvn.org.in and for Antyodaya state assistance at sfa.dhbvn.org.in, after registering on the PM Surya Ghar national portal. Gurugram is also DHBVN; north Haryana towns fall under UHBVN.

What is the Antyodaya eligibility based on?

Three tests: family income verified through the Parivar Pehchan Patra (up to ₹1.8 lakh, or ₹1.8–3 lakh for the lower slab), a domestic connection with sanctioned load up to 2 kW, and average consumption up to 200 units/month in the FY 2023-24 baseline. The quota is 1 lakh families, first-come first-served, with no outstanding electricity bills.

Can I install more than 3 kW in Haryana?

Yes — up to 5 kWp attracts the state's instalment assistance (₹19,500/kWp up to ₹97,500), though the central CFA caps at 3 kW (₹78,000). Capacity beyond 5 kWp is fully self-funded.

Does the state assistance combine with a bank loan?

The central CFA on a financed system goes to your loan account first (per MNRE guidelines). The state's instalment-based assistance is credited through your DHBVN/UHBVN electricity bills — so it offsets your bills while your loan EMI runs separately.
