Which Delhi discom do you deal with — and what do they require?
Delhi has three residential discoms — BRPL (BSES Rajdhani) for south and west Delhi, BYPL (BSES Yamuna) for east and central, and TPDDL (Tata Power Delhi) for north and north-west — and all three follow the same PM Surya Ghar flow: national portal registration, a registered vendor, DCR panels, discom inspection, then net metering and subsidy disbursal. What differs is the portal, the helpline and a few documentation quirks. The subsidy amounts are identical everywhere in Delhi: up to ₹1.56 lakh combined for 3 kW.
TL;DR
- BRPL: solar.bsesdelhi.com, helpline 19123 (option 3). BYPL: its own solar portal. TPDDL: tatapower-ddl.com/solar-rooftop/register plus a separate net-metering login.
- Only DCR panels are permitted (TPDDL: explicitly since 1 June 2026), and only national-portal-registered vendors qualify for subsidy.
- Systems up to 10 kW are deemed feasible in principle; surplus exports carry forward monthly and are paid at APPC at financial year-end.
- Delhi's state subsidy flows by DBT through the Delhi Solar Portal; central CFA through the national portal's e-token.

Which discom is yours?
Delhi's distribution map: BRPL covers south and west Delhi, BYPL east and central Delhi, TPDDL north and north-west Delhi. Your bill shows which one you pay. Two pockets sit outside the private discoms — New Delhi Municipal Council and the Delhi Cantonment (MES) areas — and their solar portals were still shown as under process on MNRE's national discom directory at the time of writing, so NDMC/MES residents should start from the Delhi Solar Portal instead.

Rules all three discoms enforce
- DCR panels only. Modules must be made in India from Indian-made cells — a PM Surya Ghar condition nationwide, which TPDDL restates as effective 1 June 2026: only DCR panels/cells are permitted for new installations.
- Registered vendors only. Only vendors registered on the national portal can deliver a subsidised installation; the discom verifies this at inspection.
- OTP to the registered mobile. All discom communication keys off the mobile number your consumer record carries — fix mismatches early (TPDDL offers a portal EKYC update).
- Deemed feasibility up to 10 kW. TPDDL states systems up to 10 kW are deemed feasible and asks applicants to apply after installation; the national guideline deems applications up to 10 kW accepted without separate feasibility approval under the Electricity (Rights of Consumers) Rules.
- Standard documents. Applicant must be the registered consumer with valid ID proof and site-ownership proof; joint-owned property needs an NOC in the prescribed format; institutes, companies and societies need an authority letter.
- Safety compliance. Panels and inverter at the same premises, matched capacities, and ELCB/RCCB protection with proper physical and electrical isolation.
Discom-specific quirks worth knowing
TPDDL: if you supply your own meter, it must comply with IS 16444 and TPDDL's specifications and be verified at their Keshav Puram NABL lab; meter replacement (where capacity requires it) is billed to the consumer. Group Net Metering (GNM) and Virtual Net Metering (VNM) agreements and declarations are available in their formats section — the VNM route matters for flat owners in societies. Post-feasibility, approval or deficiency notices arrive by SMS and email.
BRPL/BYPL: BSES runs the consumer-facing subsidy journey through the Delhi Solar Portal — a three-step registration (details, CA number plus mobile, OTP) — and its October 2026 subscriber communication advertises the flagship offers: up to ₹1.56 lakh combined support, zero upfront cost for homes averaging up to 400 units/month, and a ₹5,000/kW capped contribution under the ULA model. Those mechanics are unpacked in our Delhi free rooftop solar guide. The vendor you select files the net-metering application at the BSES RTS portal on your behalf.
What happens to your surplus units
Delhi settles net metering monthly: generation is first adjusted against consumption, and surplus exports carry forward to the next billing month. Anything still banked at the end of the financial year is paid out at the APPC rate approved by DERC in that year's tariff order — the Delhi policy's illustrations use about ₹6.5/unit. The difference between this and gross metering (where you're paid for all generation but buy back everything at retail) is explained in our net metering vs gross metering guide.
Both subsidies settle outside your bill: the central CFA via the national portal's e-token (within 15 days of discom approval), and the Delhi state capital subsidy by DBT using national portal data — or via the Delhi Solar Portal for installations made outside it.
Frequently Asked Questions
Is the subsidy different for BSES and TPDDL customers?
No. Central CFA and the Delhi state subsidy are identical across BRPL, BYPL and TPDDL. Only the portals, helplines and documentation formats differ. NDMC and Delhi Cantonment residents currently lack a live discom solar portal and should work through the Delhi Solar Portal.
Do I apply to my discom first or on the national portal first?
Start on the national portal (or the Delhi Solar Portal if you're pursuing the Delhi state subsidy or free-solar route): it generates your application ID and vendor selection. Your vendor then files the net-metering application on your discom's portal. The discom's role is feasibility, inspection, the net-meter agreement and the meter.
What size system can I install in Delhi?
Residential net-metering rules and the subsidy structure make 3 kW the practical target for most homes — subsidy caps at 3 kW on both the central and Delhi side, while systems up to 10 kW are deemed feasible. Larger systems are possible through registered vendors but the extra capacity is fully self-funded.
My mobile number isn't registered with the discom. What do I do?
Update it before applying — OTPs go only to the registered mobile. TPDDL offers an EKYC update on its net-metering portal for exactly this; BSES customers can raise it through the helpline or customer care.
Can flats in a society use GNM or VNM with BSES and TPDDL?
Yes. Delhi's policy framework provides group net metering and virtual net metering, and TPDDL publishes dedicated GNM/VNM agreement formats. Individual flat owners in societies benefit through VNM (with the ₹26,000/kW residential state subsidy applying under the VNM framework), and societies can install for common areas at ₹11,000/kW — covered in our housing society solar guide.
Who fixes the meter and who pays for it?
The discom installs the net or smart meter after installation; where a meter replacement is required for the solar capacity, its cost is billed to the consumer (TPDDL states this explicitly). If you procure your own meter, it must meet IS 16444 and the discom's specifications and pass their lab verification.
